Set pressure cooker to "sear" and add oil. Press stop/start. When hot, add onions, garlic, ginger, and carrots. Once fragrant, add rice, cayenne pepper, and vegetable stock.
Close and lock lid, set pressure cooker to "rice", and adjust for 10 minutes.
When done, quick release and make sure all pressure is released before opening lid.
Carefully open lid and fluff rice with fork. Add salt and pepper, if needed.
